JOB DESCRIPTION
ORG. SETTING AND REPORTING
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. UNEP/ West Asia Office supports healthy environments, clean air and water, and productive land for resilient and sustainable development. This post is located in Beirut duty station, Lebanon.
Under the overall guidance and supervision of the Regional Director, West Asia Office and in coordination with other relevant substantive offices/officers, the incumbent will carryout the following duties:

RESPONSIBILITIES
1) POLICY:
• Advises the Environmental Governance Coordinator on policy direction and country needs in the region related to environmental law that require UN Environment attention.
• Serves as UNEP’s focal point in the region on capacity building in the area of environmental law; keeps abreast of latest developments related to environmental law issues.
• Liaises with other UN specialized agencies and officials in national governments and international organizations.
2) COORDINATION:
• Collates the regional input into UNEP’s programming related to capacity building support in the field of environmental law and prepares situation reports.
• Contributes to coordination of UNEP’s work in the region, in collaboration with the relevant UNEP division(s) and the Environmental Governance Coordinator, to help countries build capacity in the area of environmental law.
• Assists in developing the action plan that Governments will use to develop the necessary institutional, legal and policy conditions to implement their obligations under national and international environmental law and the Multilateral Environment Agreements (MEAs).
• Advises on the proper use of related donor contributions, channeled through UN system-wide efforts.
• Contributes to monitoring and reporting on UN Environment’s role in capacity building in environmental law within the region.
3) PARTNERSHIPS:
• Assists in establishing and maintaining contacts with counterparts, senior officers and technical staff in relevant MEA Secretariats, other UN specialized agencies, representatives and officials in national governments, international organizations and other stake holders.
• Provides support to facilitate collaboration and exchange of information both in and outside of the UN system, as it relates to environmental law matters.
• Organizes and participates in relevant work groups, meetings, conferences, consultations with other agencies and partners on issues related to the development and implementation of environmental law.
• Assists the Regional Director in establishing partnerships with other agencies and MEA secretariat focal points in the region, as well as external partners to leverage capacity building support on environmental law related issues.
4) PERFORM OTHER RELEVANT DUTIES AS REQUIRED.

COMPETENCIES
PROFESSIONALISM: Knowledge and understanding of theories, concepts and approaches relevant to environmental law and the Multilateral Environment Agreements (MEAs). Ability to identify issues, analyze and participate in the resolution of issues/problems. Ability to conduct data collection using various methods. Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Ability to apply judgment in the context of assignments given, plan own work and manage conflicting priorities. Commitment to implementing the goal of gender equality by ensuring the equal participation and full involvement of women and men in all aspects of work.

EDUCATION
Advanced university degree (Master’s degree or equivalent) in environmental management, environmental law, sustainable development, social sciences and economics or a related field is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

WORK EXPERIENCE
A minimum of five years of progressively responsible experience in project or programme management, environmental law or related area is required.
Experience in coordinating, editing and writing international and regional publications as well as strategy papers related to environmental law and sustainable development is desirable.
Experience in programme coordination and network development and management, including expert institutions, government agencies and donors is desirable.
Experience working with governments and expert institutions on global and regional environmental issues is desirable.

LANGUAGES
English and French are the working languages of the United Nations Secretariat. For this position fluency in English and Arabic is required. Knowledge of another UN official language is desirable.
NOTE: ‘Fluency’ equals a rating of ‘fluent’ in all four areas (speak, read, write and understand) and ‘Knowledge of’ equals a rating of ‘confident’ in two of the four areas.

ASSESSMENT
Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
