The Specialist reports to the Education Manager P-4. The Transition and Resilience Education Fund (TREF) is a joint Ministry of Education and Higher Education/UNICEF aid modality. The TREF supports implementation of the MEHE General Education Plan through design and implementation of flagship programmes designed to improve access to quality and inclusive education, across Formal Education and Multiple Flexible Pathways for Out of School Children, and the coordination on the Return to Syria Agenda.

How can you make a difference?

Under the guidance and general supervision of the Education Manager P-4, the Specialist (Access) supports the development and implementation, monitoring and evaluation and reporting of: a) UNICEF support for Formal Education including Teacher Salaries for Special Contractual Teachers and School Funds; b) build and maintain strong relationships with MEHE central, REOs, teacher unions, and other stakeholders to influence formal education outcomes; c) coordinate the PM shift administration processes, including issuing and implementing SOPs in collaboration with MEHE; and support the coordination on the Return to Syria Agenda.

In addition, the Education Specialist (Access) will work closely with the Chief of Education and Education Manager on capacity-building initiatives of MEHE related to TREF objectives, especially on capacity at central and Regional Education Officer levels.

The Specialist provides technical guidance and management support throughout the programming

processes to facilitate the administration and achievement of results on TREF flagship programmes designed to improve access to quality and inclusive education, especially for children who are marginalized, disadvantaged and excluded in society. The Specialist contributes to achievement of results according to plans, allocation, results based-management approaches and methodology (RBM), as well as UNICEF’s Strategic Plans, standards of performance, and accountability framework.

Minimum requirements:

Education: An advanced university degree in one of the following fields is required: education, economics, psychology, sociology, or another relevant technical field.
Two years of additional relevant work experience that was gained after obtaining a bachelor’s degree may be accepted in lieu of advanced degree.

Work Experience: A minimum of five years of professional experience in programme planning, management, and/or research in education is required.
Experience working in a developing country is considered as an asset.

Relevant experience in a UN system agency or organization is considered as an asset.

Language Requirements: Fluency in English and Arabic is required. Knowledge of another official UN language (Chinese, French, Russian or Spanish) is an asset.
Desirables:

Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
